Why doesn't the Apple Watch compass update when I'm standing still?

The Apple Watch didn't have a true compass until the Series 5 watch, before this Cachly relied on the GPS course information which required movement in order to figure out what direction you were moving. If you have a Series 5 watch, Cachly will show a real compass that moves with rotation.
